@ON NETWORK
On 4 December 2014, the Council of the European Union in the composition of GAI1 unanimously approved the Italian initiative (DIA) to establish the @ON Operational Network. The @ON Network allows partner countries to obtain targeted information and carry out operations in a short time police cooperation services on the ground, in order to better be able to dismantle high-level OCGs of organized crime networks, including Italian, Russian, ethnic Albanian mafia organisations, as well as motorcycle gangs and related money laundering activities. Thanks to @ON, it was possible to increase cooperation between the police authorities of the member countries and exchange best practices, strengthening information exchange, defining a better intelligence framework and deploying @ON investigators, specialized in the criminal phenomenon under investigation .
Goals
@ON NETWORK: AIMS AND OBJECTIVES
The aim of @ON is to strengthen transnational cooperation of police forces against the main organized crime groups (top level OCGs) and mafia-type that have an impact on EU Member States, as such regardless of their activities criminals committed. The criminal groups under scrutiny are mainly Italians, ethnic Albanians, Eurasians, motorcycle gangs, but also emerging ones (Nigerian, Chinese, Turkish mafias, etc.) which pose a serious risk to the security and economy of the EU.
HOW IT WORKS
@ON NETWORK
The @ON Network, in collaboration with Europol, makes it possible to employ on-site investigators from the Police Forces belonging to the Network (as consultants) specialized in the fight against “serious” and mafia-style criminal organizations present in the European Union. The most effective investigative techniques are therefore shared between the Police Forces, encouraging the exchange of good practices and the necessary relationship of trust. In this way, the @ON Network supports existing initiatives to improve the administrative approach in the field of fighting organized and mafia-type crime, also for the purposes of identifying and recovering assets illegally acquired by criminal organisations.
SUPPORT
SUPPORT PROVIDED BY THE @ON NETWORK
The support provided by @ON consists of: the use of specialized investigators from the Network on site, in direct support of the Units. requesting investigations, through Operational Missions (OM) or Operational Experts with long-term employment (OE), again, with Operational Meetings/Action Days, between involved police forces and Europol, also providing special investigation tools with equipment rental investigation technique (TE), and finally reimbursement of expenses related to undercover operations (UCO), payment of informants (CHIS) and interpretation costs (LA).

Results
OPERATING RESULTS OF THE @ON NETWORK
To date, the Network is supporting the investigative units of the Member States of the @ON Network in 190 investigative operations, and has financed 577 missions in favor of approximately 2286 investigators which have led to the arrest of 1044 people, including 15 fugitives in addition to the seizure of approximately 252,4 million euros, drugs, vehicles, luxury goods, commercial premises and weapons. The Network aims, among other things, to develop a more structured integration through a stronger link with EMPACT in the fight against criminal networks.
