Maurizio VALLONE
Mr. Maurizio VALLONE, born on 17 October 1960 in Naples.
General Director of Public Security.
In December 1983 he graduated in Law cum laude at the University of Naples Federico II.
TASKS
In 1987 he won the public competition for Vice Commissario of the Polizia di Stato.
On 2.8.1988 he was assigned to the Rome Police Headquarters where he was assigned to the Telecommunications Operations Centre.
In February 1989 he was assigned to the Department of Public Security – Central Anti-Crime Unit of the Criminal Police Central Directorate. After his specialization in Economic Crime and Cybercrime at the Police Academy Reiss Romoli in L’Aquila, he was appointed Head of the Cybercrime Section at the Central Operations Service of the Italian State Police.
He carried out many investigations into cybercrime and, as the Italian representative, he participated in the Italy – US bilateral Committee on Cybercrime and in the European Interpol Committee on Cybercrime.
From 1989 to 1993 he carried out investigations into the Sicilian Mafia which led to the arrest of important mafia fugitives, the dismantling of the Madonia – Galatolo families and the arrest of the murderers of the entrepreneur Libero Grassi.
On 1.9.1993 he was assigned to the DIA Field Office in Naples where he started the investigations leading to the Spartacus Investigation on the Casalesi clan.
On 19.2.1997 he was assigned to the Criminal Investigation Unit in Naples, where, as Deputy Head, he was responsible for the Economic Crime Section, the Anti-Extortion Section and finally the Organized Crime Section.
On 12.06.2004 he was appointed Head of the Border Police Office at Fiumicino Airport.
On 4.12.2008 he was appointed Head of the DIA Field Office in Naples.
On 4.8.2013 he was appointed Head of the Service for the Territory Control Centre of the Central Anticrime Directorate of the State Police.
On 26 March 2019 he was appointed Questore of Reggio Calabria.
On 26 May 2019 the Council of Ministers appointed him Director General of Public Security.
On 1 October 2020 he was appointed Director of the Anti-mafia Investigation Department.
Teaching assignments
In 2011, 2012, 2013, 2014, and 2015 he taught at the University of Naples Federico II – Faculty of Sociology – at the 2nd level master course in “Criminal Analysis and Urban Security policies”.
In 2015 he taught at the 2ndlevel master course in “Geopolitics and global security”, on the issue of territory control aimed at counterterrorism.
In 2010 he was teacher at the journalism course in mafia-type organised crime at the University in Naples “Parthenope”.
In 2011 he was teacher at the journalism course in organised crime in the area of Caserta at the University in Naples “Suor Orsola Benincasa”.
In 1990 he was teacher at the Institute for Advanced Training for Superintendents of the State Police.
From 1998 to 2000 he was teacher at the specialization courses in Judicial Police at the Judicial Police School in Pescara.
He taught Criminal Law, Criminal Procedure Law and Investigative Techniques in the framework of courses for Deputy Superintendents of the State Police.
On 14.12.2001 he held a lecture in National and Transnational Criminal Organisations at the 1st Experimental Joint Forces Course within the “ Operational Security Programme for Southern Italy” at the Police School in Caserta.
In 2002 he was teacher in Investigative Techniques on Offences against Minors at the training course for Police officers at the Police Academy in Rome.
He was teacher in Investigative Technique at the 2nd cycle of the seminars for Police officers at the Police Academy in Rome.
In 2013, 2014, 2015, 2016, 2017, and 2018 he was teacher in Territory Control at the training course for executive police officers at the Police Academy in Rome.
He was teacher in Territory Control at the 103rd, 104th, 105th, 106th and 107th training courses for police executives at the Police Academy.
He was teacher in Territory Control at the School in Caserta at the 11th course for Technical Directors of the State Police.
In 2016 and 2017 he was teacher in Technological Innovation in the territory control at the Interagency College of Advanced Studies.
He was teacher in Territory Control at the Course for Inspectors of the State Police at the School in Nettuno and the School in Piacenza.
From 2013 to 2018 he was teacher at the course for Operators in Territory Control, Tutors in the Emergency Rooms and IT Contact Persons at the School in Pescara.
In 2018 – 2019 – 2020 -2021 he was teacher at the 1st level master course in Criminology, Criminal Psychopathology and Social Security Policies” at the Vanvitelli University in Naples.
PUBLICATIONS
May 2000: together with Prof. Antonio Coviello, teacher in Insurance Marketing at the University in Naples, he wrote the book “Fraud in the name of the law” about insurance frauds. On 26.9.2000, the book was presented to the Chamber of Deputies.
March 2002: he wrote and article, which was summed up in a book, published by the Municipality in Naples, on the issues of countering extortions, entitled “Against racketeering and usury”.
December 2013: with his article “Black economy in Southern Italy”, he participated in the volume Rassegna Economica, published by SRM – Studies and Research on Southern Italy.
December 2014: with his article “Asset-related seizures and managing confiscated assets”, he participated in the volume Rassegna Economica, published by SRM – Studies and Research on Southern Italy.
November 2015: with an article written jointly with Mrs Liana Esposito (Deputy Prosecutor at the Prosecutor’s Office in in Naples), he contributed to the volume “Corruption, money laundering, and mafia” published by Aracne Editore and coordinated by prof. Ranieri Razzante.
December 2015: with an article written jointly with Mrs Liana Esposito (Deputy Prosecutor at the Prosecutor’s Office in Naples), he contributed to the volume “Rassegna Economica”, published by SRM – Studies and Research on Southern Italy – on the issue “Credit and Justice”.
December 2016: with an article written jointly with Mrs Liana Esposito (Deputy Prosecutor at the Prosecutor’s Office in Naples), he contributed to the volume “Rassegna Economica”, published by SRM – Studies and Research on Southern Italy – on the issue “Economic Offences and the Efficiency of the Judicial System”.
November 2017: he wrote an article jointly with Mr Alessandro Carini, published in “Polizia Moderna”, entitled “The drone in uniform”.
March 2018: with an article written jointly with Mrs Liana Esposito (Deputy Prosecutor at the Prosecutor’s Office in in Naples), he contributed to the volume “Rassegna Economica”, published by SRM – Studies and Research on Southern Italy -, on the issue “The relationship between public and private entities, anticorruption and transparency in the Public Administration”.
September 2019: he started a cycle of thematic meetings with 4th year students of all 32 high schools in the province of Reggio Calabria about the fight against mafia, the co-existence between different people, the fight against gender violence, drugs, alcohol and compulsive gambling, bullying, sexting and cybercrime. Overall, 160 meetings were held, involving 16,000 students and 400 experts, among whom university teachers, professionals, doctors, judges, prefects, police executive officers and political representatives, including the President of the Antimafia Commission, the Minister of Education, the Assistant Deputy Chief of the State Police, journalists, members of Parliament, mafia and domestic violence victims.
January 2020: Publication by SRM – Studies and Research on Southern Italy of the volume Rassegna Economica on “The three mafia-type organised crime groups and racketeering – how to focus the attention on the entrepreneurs victims of this system”. AWARDS
10.06.2005: he was awarded the title of Official Knight of the Order of Saint Agata (recognised by the Foreign Ministry) by the Republic of San Marino.
22.10.2004: he received the Certificate of Public Merit in accordance with DPCM 22.10.2004, third rank first grade, on two occasions, the funeral of His Holiness John Paul II and the enthronation of His Holiness Benedict XVI.
January 2009: he was awarded by the Holy Seat the title of Commander of the Equestrian Order of the Holy Pope Sylvester (recognized by the Italian State with provision of the Council of Ministers on 11 December 2009).
31.01.2010: he was awarded the Gold Medal for Service Merits by the Chief of Police – General Director of Public Security.
23.11.2011: he received the 11th Padre Pio da Pietralcina International Award.
2 June 2015: he was awarded the title of Knight of the Order of the Italian Republic.
21 February 2018: in the name of the State Police, he received the Rome Drone Awards for experimental activities of remote-control airplanes in police activities.
20 January 2020: he was awarded the “Paul Harris Fellow” recognition by Rotary International Foundation “in sign of appreciation and gratitude for the tangible support in promoting a better and significant mutual understanding and friendly relations among peoples of the whole world.
